Early Life and Education

Mouktar Mohammed Lugga was born on the 15TH  of December 1967 in Zamfara State.  He completed his Primary School at Capital School, Kaduna in 1979, and Secondary at Federal Government College, Sokoto in 1985. He proceeded to: Usman Danfodio University, Sokoto where he obtained his B.Sc. in Geography in 199;University of Wales, Cardiff, United Kingdom, where he obtained his M.Sc. in International Transport in the year 1997 and later attended World Maritime University, Malmo, Sweden in 2002 where he obtained M.Sc. in Maritime Affairs.

His Career

Prior to his venture into politics in the 2011 as the CPC gubernatorial candidate, he has spent 15 years in the Ports and Shipping industry in different roles, in virtually all the specialized terminals in Lagos Ports Complex, Apapa, Tin Can Island, Ikorodu, Bull Nose and Ijora. he had the opportunity of working first as an operator and officer of the Nigerian Ports Authority and later as Shipping Manager of Airtel Networks Limited. his experience in both the public and commercial aspect of the maritime business coupled with intensive training within and outside Nigeria has equipped him with necessary managerial skills to effectively render first class service within the sector in line with global best practices.  In subsequent years, he held managerial positions in Airtel Nigeria as well Commissioner and Chief Executive Officer of Zamfara State Ministries of Environment as well as Education. he is  Member of the Chartered Institute of Logistics and Transport MCILT.

Mouktar was appointed chairman Governing Board of Federal College of Education Okene.

He was awarded the prestigious National award of Member Order of the Niger (MON) by President Buhari.

Mouktar is currently the acting PDP State Chairman as well as the Chief of Staff to the Executive Governor.
